Dr. André “Vinnie” Haley

Chief of Clinical Services and Operations

Dr. André V. Haley, a southern transplant from Arkansas and “affectionately known as Vinnie” is our Chief of Clinical Services and Operations. Vinnie has been with CCRN since 2020 and brings a wealth of clinical knowledge. Vinnie has worked with special needs adolescents, adults with co-occurring disorders, and advocates for families of incarcerated loved ones.

Vinnie has over ten years of experience as a clinical administrator and specializes in program development and assessing clinical talent. His ability to connect with individuals at all levels is an asset to the CCRN family. In his role as Chief of Clinical Services and Operations, Vinnie oversees the company’s operations and clinical department for over seventy-five staff members. As of 2022, Vinnie has expanded CCRN’s bandwidth and created the new IBHS service line to serve special needs individuals in the Chester County area. As a competitive runner, Vinnie enjoys traveling to compete in races across the globe and spending time with his family and cat “CeeCee.”

 

Najla Wortham, MA LCPC

President

Najla Wortham is the President of the Rock Creek Foundation (RCF), which owns the Chester County Respite Network. She has worked in senior management positions at RCF since 2007 and has extensive experience working in the fields of intellectual and/or developmental disabilities (I/DD), and severe and persistent mental illness.

Najla attended Howard University and later received her master’s in Mental Health Counseling from Bowie State University. She has been a Licensed Clinical Professional Counselor since 2012 and has a proven track record as an outstanding clinician.
During her time as the Director of Day and Therapeutic Services, Najla displayed excellent management of RCF’s Day Programs under the Behavioral Health Authority and the Developmental Disability Administration. She spearheaded the program’s transition to increased community participation, inclusion, and employment. The progress she personally directed, increased the staff’s appreciation for the philosophical and life-transforming opportunities that they were providing.
In 2009, Najla was inducted into the Counseling Academic and Professional Honor Society International, Chi Sigma Iota Mu Chapter. She maintains memberships with the Counseling Academic Professional Honor Society, the American Counseling Association, the National Association of Black Counselors, as well as the NAACP.
In 2017, Najla was promoted to Chief of Operations and Corporate Compliance at RCF, and it is within this role that she ensured all RCF services operated to capacity while exceeding CARF standards. Under her direct leadership, RCF received a three-year CARF accreditation, demonstrating RCF’s commitment to excellence. Additionally, Najla worked to ensure financial decisions were in-sync with the clinical needs of the company.
Needless to say, shortly after the accreditation, RCF’s Board of Trustees appointed her as President. Najla is the first African-American and woman to hold this role and has consistently shown tireless commitment and exceptional performance for more than a decade. Najla’s values drive her mission-centered activities and are based on the fundamental belief that all people have the right to live, love, work, play, and pursue their aspirations.

Rebecca “Becky” Hill

Director of Educational Support Services

Becky has been the heart of CCRN since 2008. Having two children with special needs herself, she understands the ins and outs of school support services. Her extensive experience means that she works adeptly with school administrators and educators to meet the unique needs of each student. Her dedication and commitment to excellence is valued and well-known.

Debby Allen

Office Administrator

Debby comes to CCRN with 25 years of corporate experience, working for one of the largest pharmaceutical companies in the world as an executive administrator. Working in this position, she was often required to handle life or death emergencies.

After some down-sizing, she worked at our local Barnes & Noble as a cash lead supervisor. This retail job definitely taught her patience when dealing with the public. Debby has always been a helper, which is demonstrated in her detail to her job and assisting others throughout the day. She has been an active volunteer with Gift of Life Donor Program for over 26 years to promote education about organ & tissue donation as her family has been affected in all aspects by being a candidate family, tissue recipient, and donor family. She has also been a long time Rd Cross Apheresis donor and a member of the local Marine Corps League Auxiliary.
